The non-governmental level is represented by the Crimea Platform Expert network, which brings together Ukrainian and foreign experts, scientists, human rights defenders, providing informational, analytical and communication support of the Crimea Platform.

Crimea Platform Expert Network conducts research into challenges arising from the occupation of Crimea by Russia, prepares recommendations for governmental level of the Platform and undertakes international advocacy. The Eastern Europe Foundation has established a special funding program through voluntary and donor contributions to support the activities of the Expert Network.
On August 6, 2021, Kyiv hosted an inaugural forum of the Crimea Platform Expert Network. The forum was attended by foreign diplomats, Ukrainian and international experts. Deputy Foreign Minister of Ukraine Emine Dzheppar delivered an opening address.
