Report following a visit to Ukraine

The Commissioner uses the term «territories outside governmental control» or «non-government controlled areas» in relation to the occupied areas in Donbas, thus effectively acknowledging that they are part of the territory of Ukraine that has been occupied and is outside the effective control of the Government of Ukraine, as a result of which the Ukrainian state is not responsible for violations, committed in this territory, of human rights guaranteed by the Convention for the Protection of Human Rights and Fundamental Freedoms, and other treaty instruments of the Council of Europe.
