Resolution 2198 (2018) «Humanitarian consequences of the war in Ukraine»

An important provision of the Resolution strongly condemns Russia’s policy of shifting the demographic composition of illegally annexed Crimea, forcing the pro-Ukrainian population and Crimean Tatars to flee their homeland, and increasing migration of the Russian population to the peninsula, and calls on Russia to put an end to this repression. Extremely important from the point of view of international law is the amendment where the Assembly emphasizes that Russia’s policy violates Article 49 of the Geneva Convention (IV) prohibiting the individual or mass forcible transfers, as well as deportations of protected persons from occupied territory to the territory of the occupying power or to that of any other country, occupied or not.
