The decision reaffirms the formula laid down in the previous document, calling on all member states to refrain from actions that could harm the principles of international law regarding respect for the territorial integrity and independence of states.
An important element of the decision is the support of the CMCE to the decision of the Secretary General of the Council of Europe to transfer the issue of legality of the so-called «All-Crimean referendum» for consideration by the European Commission «For Democracy through Law» (the Commission further expectedly confirmed the illegality of its holding).
