The document is extremely important and precedent-setting, as it became the first decision of the executive body of an intergovernmental international organization, of which both Ukraine and Russia are members, clearly stating that the illegal referendum held in Crimea and Sevastopol on March 16, 2014, and the illegal annexation by the Russian Federation of the part of the Ukrainian territory cannot form thebasis for any alteration of their status and affiliation. Russia has ignored and never complied with the requirements set out by the CMCE.
