Situation in Ukraine, CMCE meeting 1207

17 September 2014 Committee of Ministers of the Council of Europe

The decision was made after a large-scale invasion of the territory of Luhansk and Donetsk regions in Ukraine by Russian regular troops.

Thanks to the accumulated support, the Ukrainian side was able to ensure that this fact was condemned in the CMCE decision. Thus, along with the requirement to resolve the crisis in Ukraine based on its territorial integrity and condemn the illegal annexation of Crimea, the decision contains a clear demand for Russia to withdraw all its troops from Ukraine and refrain from any armed interference in its affairs, including through the illegal supply of funds, weapons, and mercenaries.
Due to this decision, the Council of Europe at the time became the first international intergovernmental organization to officially recognize that Russia was in fact carrying out an act of armed aggression against Ukraine.
