The PACE notes in the report that the illegal annexation of Crimea by the Russian Federation is in violation of international law, the Statute of the Council of Europe (ETS No. 1), and the Council of Europe accession commitments; and available information on Russia’s «covert support given to the armed insurgents in eastern Ukraine, including reports of direct military intervention in the conflict.»
The Assembly also called on Russia to «cease any military aid to the insurgents in eastern Ukraine, as well as to withdraw its military forces from that area and the borders of Ukraine; to refrain from any actions that could directly or indirectly aggravate the situation in eastern Ukraine.»
