The President of the French Republic Emmanuel Macron noted the continued worsening of human rights and the humanitarian situation observed during the nine years of occupation of the peninsula. Emmanuel Macron reassured in his speech that France does not recognize either the attempts of annexation by Russia of Ukrainian territories or the result of so-called “elections” that were held by the occupying administrations. 

It was stated that the consequences of the Russian aggression in Ukraine are felt around the world.  “Since the collapse of the Black Sea Grain Initiative in July, Russia has been striking essential infrastructures for the export of grain in the region, gradually jeopardizing global food security”, Emmanuel Macron stated. According to the President of the French Republic, it proved that Russia never wanted to provide a solution to one of the direct consequences of this war, while the European Union continues to work with Ukraine to provide grain export to countries in the Global South. 

In conclusion, Emmanuel Macron claimed the decision to grant Ukraine the status of candidate for accession to the European Union is historical. “We will remain by your side on this European journey and in your aspirations for a just peace and a lasting peace, meaning in compliance with international law”, the President has yet again emphasized.
