The decision, along with the already traditional requirement to ensure the territorial integrity of Ukraine, includes some important new elements, in particular it:

• Stresses the special responsibility of the Russian Federation in ensuring the implementation of the Minsk agreements;

• Formally puts up on the CMCE agenda the issue of numerous rights violations in the Russian-occupied Crimea, the atmosphere of violence and intimidation imposed by the occupying authorities against the Crimean Tatar and Ukrainian communities.
